GLOBAL DIALOGUE FOR PEACE, SOVEREIGNTY AND BOLIVARIAN DEMOCRACY

Caracas, September 16th - 19th, 2017



CARACAS PROCLAMATION


We, the representatives of political, social, religious and trade union organizations and the personalities and intellectuals from 60 countries of the world have gathered in Caracas from September 16th to September 19th, 2017, in the framework of the World Conference "Todos Somos Venezuela: Dialogue for Peace, Sovereignty and Bolivarian Democracy". We firmly support the people and government of Venezuela in the face of the US imperialism attacks, which every day aggravates its destabilizing actions against the Bolivarian Homeland. These actions have reached their most dramatic expression in the fascist violence unleashed between the months of April and July of this year, which left the unfortunate balance of 115 dead citizens, thousands of injured, generalized damages and psychological aggression against the entire Venezuelan people.

Today, the political aggression of the US imperialism is carried out personally by US President Donald Trump, who not only threatens to use his military forces against Venezuela but also leads a rarely seen diplomatic siege from the Organization of American States (OAS) with the participation of some governments of the region in order to undermine the strength of the Bolivarian democracy. At the same time, he formalizes, through an Executive Order, the implementation of the financial blockade that had already been applied "to choke the Venezuelan economy."

The imperialist aggression against the Bolivarian Revolution is a flagrant violation of the Proclamation of Latin America and the Caribbean as a Zone of Peace endorsed by the presidents of all the countries of the region during the Second Summit of the Community of Latin American and Caribbean States (CELAC) held in Havana in January 2014, which defends the sovereign right of each country to determine its own destiny without foreign interference.

The administration of President Donald Trump, along with prominent spokesmen of the Venezuelan anti-nationalist opposition, deploys a plan aimed at destabilizing the State institutions through a set of maneuvers that were unveiled and defeated thanks to a political decision of great significance based on the philosophical thinking of Commander Hugo Chavez, historical leader of the Bolivarian Revolution, as it was the election, establishment and setting up of the National Constituent Assembly.

Through the Constituent Assembly, the Venezuelan people inaugurates a new historical moment ratifying and deepening the foundations of the social, democratic State of law and justice enshrined in the Bolivarian Constitution of 1999. At the same time, peace was reached in a clear demonstration of the failure of the extreme right-wing forces that carried out the horror of the generalized violence.

We, the representatives of political, social, religious and trade union organizations and the personalities and intellectuals attending this World Conference "Todos Somos Venezuela: Dialogue for Peace, Sovereignty and Bolivarian Democracy" are firmly convinced of the importance of the political dialogue promoted by President Nicolas Maduro, with its most recent meeting held in the Dominican Republic by representatives of the Bolivarian Government and those of the so-called Mesa de la Unidad Democrática (Opposition Coalition’s Parties), an alliance that brings together all sectors of the Venezuelan opposition. Hence, we strongly support the dialogue proposal promoted by the Bolivarian Government.

Quite the contrary to the statements made by extreme right-wing sectors in different parts of the world with the support of the large transnational corporations of disinformation, we emphasize that the electoral and democratic agenda continues. In Venezuela, in a few weeks, there will be regional elections, and the municipal and presidential elections will be held in 2018, as well as the referendum that will confirm or not the new constitutional text drafted by the National Constituent Assembly. In what other country of the world can a democratic practice of such dimension be found?

Hence, we condemn the despicable lies, fake news and distortions about Venezuelan reality as the main strategy to discredit the Bolivarian Revolution and the legitimate government of President Nicolas Maduro.

We also support the efforts of the government and the people of Venezuela to overcome the serious problems arising from the economic warfare conducted from the highest levels of the US government.

Our commitment to peace, sovereignty and the Bolivarian democracy is closely linked to the development of a broad and permanent conference of solidarity in each country, promoted by every political, social, religious and trade union organization of democratic nature that participates in this Conference.

The defense of the Bolivarian Revolution is an unavoidable duty of the peoples of Latin America, the Caribbean and the world. This is based on the understanding that in Venezuela, the right to sovereignty, independence, self-determination and integration of our peoples is defended.

Using the words of Jose Marti, with the defense of the independence of Venezuela we will prevent the United States from falling, with an even greater force, upon our American lands.

TODOS SOMOS VENEZUELA

The national and international participants of the CONFERENCE TODOS SOMOS VENEZUELA, gathered in working groups on September 16th and in plenary on September 17th, 2017, and after an open and frank discussion, agreed to develop the following Action Plan to strengthen solidarity with the Bolivarian Revolution and to promote the emancipatory struggles of the peoples.

ACTION PLAN
TASKS TO BE DEVELOPED:

DISSEMINATION OF THE CONFERENCE OUTCOMES
All the participants are committed to circulate the final document of this world conference, sending it to all political, social, religious, and trade union organizations; as well as the national and international communities, media and personalities  through press conferences and releases, opinion articles, interviews and social networks among other initiatives; informing Caracas of these communication activities. 

Furthermore, the participants agree to collect signatures in their countries in support to the Caracas Proclamation and disseminate the adhesions to the document.

STATEMENTS OF SUPPORT
All the participants are committed to incorporate statements of support for Venezuela in all the global movements, actions and events of progressive sectors in which they take part and, in general, in all international solidarity events with several emancipatory causes.    

This on the basis of the development of “los 5 por los 5” campaign, addressed to the theme of the anti-imperialist struggle deployed in the 5 continents and with the aim of carrying out activities on the 5th day of each month in every community to bring peoples together.

SOLIDARITY ORGANIZATION
It is agreed to re-launch and reinvigorate the promotion of the solidarity movement with Venezuela and the emancipatory movements of the world, starting with the creation of a political coordination and a monitoring instance to the 2017 Caracas Action Plan.    

The participants of the World Conference are committed to work towards adding more supporters to the Bolivarian Revolution in the different sites of struggle (trade unions, women organizations, community-based organizations, cooperatives, religious groups, among others); as well as setting a solidarity day (for example, solidarity Thursdays in each country or one day per month). 

Likewise, they commit to improve Venezuela’s radius of influence in all the countries, to develop the Peoples diplomacy and to increase its contacts in political spaces, legislative chambers and bodies of different countries.  

Also, to contribute to the establishment of solidarity associations, groups and houses in countries where the solidarity movement with Venezuela is not yet organized; as well as strengthening it in those countries where it already exists.

Within the framework of the Caracas Conference, it is proposed to build a database of the existing progressive and solidarity media and organization, and to promote the incorporation of new social movements, alternative media, political parties, civil, religious and labor organizations, and personalities, with the aim of broadening the support movement for Venezuela.   

This database should be distributed to all the participants in order to coordinate and settle a proper form of relation.

ACTIVE INTERNATIONALISM
It is proposed the establishment of a schedule for visits of workers (professionals, technicians, among others) willing to come to Venezuela to perform voluntary activities and of solidarity in the economic-productive order (medical or pharmaceutical, agricultural, among others).  

GLOBAL INFORMATION CAMPAING “VENEZUELA’S TRUTH”
Launch and coordinate an international information campaign on Venezuela’s Truth and the Latin American reality in different languages, covering the following aspects: 

• The contrast between the Venezuelan government policies and the right-wing governments, and disseminate the achievements of the Bolivarian Revolution.

• The defense of the National Constituent Assembly, its legitimacy, work and outcomes.

• The dissemination of the progress with regard to the peace dialogue between the government and the opposition.

• Give visibility to the Venezuelan inclusive model and in particular to its conception of the Peoples and Communal Power.

• The dismantling of the false offer and counterattack of neoliberalism in Latin America and the Caribbean.

• The dissemination of the history of U.S. military interventions (military, media, economic) in Latin America, the Caribbean and the world.

• Global alert on the danger of war and military threats of Donald Trump against Latin American and Caribbean Peoples.

• The dismantling of international matrices. It is proposed that the campaign also addresses the left and progressive movements of the world in order to avoid confusion and division sown by media corporations

SOCIAL AND DIGITAL MEDIA:

The guideline proposed by President Nicolas Maduro is adopted: the establishment, activation and deployment of a great international movement through social media, incorporating young people and specialists in technology, which would train and prepare them for the battle of ideas through technological means and instruments. The aim is to make a Revolution, to launch a great collective and coordinated offensive through social media.

It is proposed to generate information through social media worldwide, as well as to set a date to carry out a simultaneous international activity.

The strengthening of existing digital platforms is also proposed. The website Venezuelanalysis.com makes itself available for the Conference "Todos Somos Venezuela", in order to publish documents, videos, photos, among others.

Furthermore, it is proposed the establishment of an information portal with contents related to the approaches designed in the action plan. Such portal shall be able to gather solidarity activities that take place around the world: Todo por la Paz and Todos Somos Venezuela. It would be the organizational center of the Committees emerging as beacons of hope.

It was also proposed to make use of social media – Facebook, Instagram, Youtube, Twitter, Whatsapp and others – to counter the media war and to show Venezuelan actual reality; also to create global hash tags to make the support messages for Venezuela more visible.

DEVELOPMENT OF INTERNATIONAL MEDIA  
It is proposed to create an international communication body (a magazine) such as the Cuban Granma International; as well as to strengthen the distribution and dissemination of the Telesur signal throughout the world and the expansion of its correspondents; also to set up a platform of journalists and alternative media around the world to counter the media war promoted by the global mass media.

AUDIOVISUAL CONTENT
It is reaffirmed the need to increase the production of audiovisual pieces, in the different languages available, through online content repositories or existing digital platforms (such as Telesur website, among others).

It is also reaffirmed the making of audiovisual shows and film cycles on Venezuela, as part of the battle in the symbolic front to promote the concept of the Revolution and the Bolivarian project.

In this sense, it is proposed the worldwide launch of films and documentaries produced by Venezuela in a simultaneous and coordinated way in different countries.

MEDIA OBSERVATORY
It is proposed to create an observatory to collect, analyze and monitor media campaigns against Venezuela. This data and its analysis would be disseminated among Venezuela's network of contacts and support platforms.

LEGAL STEPS AGAINST THE MEDIA WHICH ATTACK VENEZUELA
To seek legal mechanisms to sue the international media conducting fake news campaigns, specifically identifying those which carry out this aggression.

BOICOT CAMPAIGNS
It is proposed to boycott transnational corporations that promote military invasions in our countries.

CAMPAIGNS IN THE USA
It is proposed that this campaign has a special emphasis on the population of the US, alerting on the consequences that economic sanctions against Venezuela and a possible military intervention could bring to its population.

THE CARIBBEAN
The Caribbean should receive its own approach and special attention within the Venezuela’s Truth campaign, with emphasis on the achievements of the Bolivarian Revolution, as well as the positive impacts of the integration achieved through Petrocaribe.

CULTURE AS A VENUE FOR SOLIDARITY
It is proposed to carry out a series of sectorial events (artists, intellectuals, politicians, etc.) and cultural massive fairs in Venezuela and in the world, organized by solidarity organizations, thus giving a broad and participatory cultural character with a view to reaching wider audiences.

Furthermore, to create a progressive cultural platform (creators and artists) in contrast to the imperial hegemonic culture; to foster friendship among the children of the world through the carrying of cultural activities in which they make drawings or love letters addressed to Venezuelan children.

TODOS SOMOS VENEZUELA LIBRARY
It is welcomed President Nicolas Maduro's proposal to create an Editorial Fund or Library called "Todos Somos Venezuela" for the dissemination of knowledge: books, pamphlets and audiovisual pieces about the Venezuelan reality in the world.

TRAINING
It is proposed to create a Latin American Thinking Institute for the production and dissemination of emancipatory knowledge; as well as a Training School for popular communicators, in order to build a discourse that makes us win the battle of ideas, the war.

BORDERS
Arrange border meetings to strengthen Venezuela’s network of solidarity, especially in Colombia and Brazil.

INDIGENOUS PEOPLES AND FEMINIST STRUGGLES
Coordinate solidarity movements with Venezuela within the indigenous population that supports them; as well as with the feminist movements of America.

INTERNATIONAL ORGANIZATIONS
Demand that international organizations such as the OAS, UN (Human Rights Council) and the European Union respect the self-determination of the Venezuelan people and that they cease their interventionism, sending letters and messages through social media from social movements, personalities, creators, and others, to official accounts.

It is also proposed to unify efforts and articulate with trade union organizations, with a view to facing the attacks against our countries. Organizations such as: UN Human Rights Council, International Labor Organization (ILO) and Social and Labor Bodies of Mercosur.

SCHEDULE OF SOLIDARITY ACTIVITIES

·        September 18th to October 10th, 2017. Public contest of posters "Solidarity to Venezuela" containing the symbolic elements of solidarity with the Bolivarian Revolution. Three winners will be chosen to present their works at the International Assembly of the Peoples (to be held in March 2018 in Caracas). The first place will obtain a week-long tour around Venezuela.

·        September 21st, 2017. Celebration of the World Day of Peace; activities in solidarity with Venezuela will be carried out.

·        September 23rd, 2017. A political activity will be held in Saint Vincent and the Grenadines in defense of Venezuela.

·        September 27th, 2017. Public demonstrations will be carried out in cities around the world and will be organized by the solidarity movement in support of the dialogue in Venezuela.

·        From October 2017 onwards. Mobilization of solidarity in each international event against the US threats and its allies; attacks on the people and government of Venezuela will be denounced: World Festival of Youth and Students, Assembly of Peoples, Centennial of the Revolution, World Consultative Council of Peace in Vietnam.

·        From October 2nd - 14th, 2017.  Worldwide activities in all the participating countries, prior to the Governors elections, in which the electoral process (which ratifies full democracy in the Bolivarian Republic of Venezuela) is widely discussed, making use of the social media.

·        From October 5th – 8th, 2017. World Day of street mobilization and solidarity "Todos Somos Venezuela", including visits to the US embassies , rejecting the aggressions against the Bolivarian Republic of Venezuela, among other actions.

·        From October 6th – 7th, 2017. "Caribbean Peace Conference" in Barbados; an activity aimed at commemorating the anniversary of the tragedy in which an airplane exploded, killing 76 young Cubans (the idea is to consolidate a Caribbean peace movement).

·        From October 8th - 12th, 2017. The participation in the events organized in commemoration of the 50th anniversary of the martyrdom and legacy of Commander Che Guevara, in response to the invitation of President Evo Morales and held in Bolivia-Santa Cruz, Valle Grande.

·        October 12th, 2017. World Day for Venezuela on the occasion of the Indigenous Resistance Day, organized by Venezuelan diplomatic representations around the world. Also, mobilizations will take place towards US diplomatic missions around the world, in rejection to its interventionist policy.

·        From October 14th – 22nd, 2017. The participation in the 19th World Youth and Students Festival. Taking the Venezuelan case to the anti-imperialist tribunal as well as organizing a special program on Venezuela, joining forces with delegations from different countries.

·         October 16th, 2017. A special activity will be held by the 16th of every month in all countries, in order to condemn colonialism in Our America, terrorism in Venezuela and anywhere in the world.

·         From October 26th – 30th, 2017. The participation in the Caribbean Peoples Assembly, to be held in the Dominican Republic.

·         From October 27th – 28th, 2017.  Convene a Solidarity Meeting with Venezuela. For the next six months, there are 3 major actions proposed; the first one during the month of October with the artists, the second one in December with the religious people and the third one in February with the academics.

·         From November 14th – 18th, 2017. Convene a Hemispheric Meeting of Struggle against Transnational and Neoliberalism for Democracy and Integration in Montevideo.

·         From December 6th – 10th, 2017. Convene a Bolivarian Inter-religious Meeting in Caracas. This activity will bring together around 20 religious leaders from Latin America and an Ecumenical Celebration in the Cuartel de la Montaña will be held, in addition to meetings, exchanges and tours to support the Bolivarian Revolution, the Government of Nicolas Maduro and the National Constituent Assembly.

·         From December 8th – 10th, 2017. The participation in the EIT Open World Conference against War and Exploitation of the EIT, to be held in Algiers (Algeria); an entity that has spoken in solidarity with the Venezuelan workers and people.

·         December 20th, 2017. The designation of December 20th as the "International Day against Imperialism", in commemoration of the invasion perpetrated by the United States to Panama in 1989.

·         Throughout December. The use of the symbology of the Christmas holidays to promote a global message of solidarity with Venezuela against international aggression. A campaign for peace. (An example of a message could be "Venezuela wants peace").

·         February – March, 2018. Hold a Solidarity Meeting in Brussels, Belgium.

·         March, 2018. Hold a World Meeting of people’s organizations in Caracas.
